Protecting the health and safety of every employee is RECON's primary consideration and takes precedence over all other project objectives. RECON has developed a successful program over the past 20+ years and through the completion of over 4,500 environmental remediation, geotechnical construction, and civil construction projects.
In addition to the standard OSHA-required safety programs for the construction and hazardous waste industries, RECON has implemented a Behavioral Based Safety (BBS) program. This system originates from the philosophy that before an incident occurs, there are "at-risk" behaviors that can be observed and corrected. The key is to identify these at-risk behaviors before they cause an incident and coach the employees on the hazards of the behavior.
The most appropriate method of identifying at-risk behaviors is to include the "experts" in the observation process. The field employees are more experienced than management to understand the actual work environment; therefore, they have more knowledge in identifying behaviors, as well as solutions to those undesired behaviors. The observation process is intended to be constructive coaching rather than "finger pointing" exercises. This involvement also empowers employees, thereby increasing the morale of each individual, resulting in a more successful safety program.
All employees, subcontractors, and clients equally share responsibility for the individual and collective health and safety of all personnel on a project. Production and schedule cannot take precedence over health and safety. Any individual, without reprisal, can stop any work activity when a health and safety threat, or potential threat, exists.
